Four leading groups help deliver over $22 million for conserving the Peruvian Amazon
LIMA, Peru (Sept. 7, 2023) – Leading environmental organizations released the following statements in response to today’s news that Peru will direct nearly $20 million USD to support the conservation of the Peruvian Amazon using funds made available through a “debt-for-nature” swap with the United States.
The four organizations – Conservation International, The Nature Conservancy, Wildlife Conservation Society (WCS), and World Wildlife Fund (WWF) – played a role in the agreements signed. Each group is providing $750,000 ($3 million collectively) toward the swap, which will bring the total funds for conservation of the Peruvian Amazon to over $20 million.
Dr. M. Sanjayan, CEO of Conservation International, said:
“Today’s debt-for-nature swap is an historic moment for Peru, a crucial signal from the United States government, and a positive harbinger for the future of conservation as we pursue innovative ways to protect — and properly value — the nature that sustains us all. Conservation International pioneered the first swap over 35 years ago, with swaps generating more than $1 billion for conservation to date.
“This agreement not only pays tribute to the past — it also offers a roadmap for our future. As Global South countries face crushing interest payments, compounded by losses from our climate and biodiversity crises, other multilateral funding sources continue to shirk their responsibility. These countries must not bear that cost alone. Debt-for-nature and debt-for-climate swaps can fill a clear supplementary role in relieving that undue burden. This agreement should serve as an example of one way countries and organizations around the world can do their part to build a more equitable, sustainable, and bountiful planet — and recognition that when these communities thrive, we all thrive.”
“El canje de deuda por naturaleza de hoy es un momento histórico para Perú, una señal crucial del gobierno de los Estados Unidos y una señal positiva para el futuro de la conservación mientras buscamos formas innovadoras de proteger, y valorar debidamente, la naturaleza que nos sustenta a todos. Conservación Internacional promovió el primer canje hace más de 35 años y, a la fecha, los canjes han generado más de 1.000 millones de USD para la conservación y el desarrollo sostenible”.
“El acuerdo de hoy no solo rinde homenaje al pasado, sino que también ofrece una hoja de ruta para nuestro futuro. Mientras los países del hemisferio sur enfrentan pagos aplastantes de intereses, agravados por pérdidas que son resultado de nuestras crisis climáticas y de biodiversidad, otras fuentes multilaterales de financiamiento siguen eludiendo su responsabilidad. Estos países no deben asumir solos ese costo. Los canjes de deuda por naturaleza y deuda por clima pueden cumplir una clara función complementaria en el alivio de esa carga. Este acuerdo debe servir como ejemplo de cómo los países y las organizaciones de todo el mundo pueden contribuir para construir un planeta más equitativo, sostenible y abundante, y como reconocimiento de que cuando estas comunidades prosperan, todos prosperamos”.
Luis Espinel, Vice President of Conservation International-Peru, said:
"This new debt-for-conservation swap represents a great opportunity to continue protecting our Amazon. These funds will be used to protect the areas with the highest concentration of biodiversity in the northern, central and southern forests of the country, in the regions of Loreto, Ucayali, Huánuco, Junín, Pasco, Cusco, Madre de Dios and Puno. The conservation of these spaces is vital for all of humanity, but above all for the local populations. It will be possible to strengthen the management of existing protected areas and generate links between nature and local families with sustainable businesses that value Amazon non-timber resources for the benefit of the communities. This debt swap is undoubtedly great news for the country.”

Estos fondos se destinarán a proteger las zonas de mayor concentración de biodiversidad de la selva norte, central y sur del país, en las regiones de Loreto, Ucayali, Huánuco, Junín, Pasco, Cusco, Madre de Dios y Puno. La conservación de estos espacios es vital para toda la humanidad, pero, sobre todo, para las poblaciones locales. Se podrá fortalecer la gestión de las áreas protegidas ya existentes y generar vínculos entre la naturaleza y las familias locales con negocios sostenibles que pongan en valor los recursos no maderables amazónicos en beneficio de las comunidades. Este canje de deuda es sin duda, una gran noticia para el país.”

Es uno de los lugares con mayor biodiversidad en la Tierra y confina entre 150 y 200 mil millones de toneladas de carbono. “This is a milestone for conserving Peru’s nature. This debt swap demonstrates how a nation's debt can be transformed into an investment in nature. The Peruvian Amazon, like the whole Amazon, faces multiple challenges, and we must act now to prevent the biome from reaching the point of no return. If we continue to lose the region's forests at the current rate, we risk a process of irreversible degradation in less than 10 years. This would have severe climate, economic and social consequences for the peoples of the Amazon, Latin America and the world. The Amazon is home to millions of Indigenous peoples and local communities, and with their leadership, there is hope for a greener, fairer future. Through innovative debt swap initiatives, we can transform economic challenges into nature-friendly solutions for people.
