ARLINGTON, Va. (Oct. 9, 2024) – Today, Conservation International’s Chief Strategy Officer Patricia Zurita issued the following statement ahead of the 2024 United Nations Biodiversity Conference of the Parties to the UN Convention on Biological Diversity – known as COP16 – in Cali, Colombia. COP16 begins on Monday, October 21 and runs through Friday, November 1.

“Two years ago, 196 countries signed a landmark pledge to reverse nature loss – and conserve 30 percent of the world’s land and sea by 2030. The agreement was historic, and the targets were ambitious. With six years remaining, we must acknowledge that setting targets alone is not enough. We must back our goals with implementation plans and equally ambitious funding.
“Right now, nature is underfunded to the tune of US$ 700 billion per year – and negotiators cannot leave Cali without deciding where some of that funding will originate, when it will be delivered, and what groups will receive it. Time is of the essence.
“Governments alone cannot close this funding gap. We also need to mobilize all the private capital currently sidelined by risk and uncertainty. It is critical that we continue to develop new business models and a financial system that can generate healthy returns while also conserving and restoring the ecosystems that underpin the global economy.
“The most important issue at hand for governments is subsidy reform. All over the world, taxpayers unknowingly finance the destruction of nature, as governments pour trillions into businesses that degrade our ecosystems. If countries cannot make meaningful progress to mobilize new resources and realign all harmful subsidies, then nature is in trouble.
“Finally, we must ensure capital reaches the right projects – specifically, efforts that simultaneously benefit biodiversity, climate, and human wellbeing. It is clear that the single-most impactful investment we can make is in the work of local communities, Indigenous Peoples, and Afro-Descendent groups in Latin America who have tended to their ancestral lands and waters for generations.
“The linked crises of climate change and biodiversity loss are increasingly tormenting our lives, from catastrophic wildfires in the Amazon and water supply problems in Bogota, to historic flooding in North Carolina and Thailand. We arrive in Colombia – a global environmental leader and a country where Conservation International has worked for decades – eager to roll up our sleeves and get to work.”

Directora Estratégica de Conservación Internacional sobre la Cumbre de Biodiversidad de la ONU (COP16): Los países deben movilizar fondos y realinear subsidios perjudiciales para la naturtaleza
ARLINGTON, Va. (9 de octubre de 2024) – Hoy, la Directora Estratégica de Conservación Internacional, Patricia Zuritaemitió la siguiente declaración antes del inicio de la Conferencia de las Partes de la Convención sobre la Diversidad Biológica de las Naciones Unidas (conocida como COP16 ) que se celebrará en Cali, Colombia. La COP16 comenzará el lunes 21 de octubre y se extenderá hasta el viernes 1 de noviembre.
“Hace dos años, 196 países firmaron un compromiso sin precedentes para revertir la pérdida de la naturaleza y conservar el 30 por ciento de las tierras y los mares del mundo para el 2030. El acuerdo fue histórico y los objetivos planteados fueron ambiciosos. Con seis años por delante, es fundamental reconocer que establecer objetivos, por sí solo, no es suficiente. Debemos acompañarlos con planes de implementación y un financiamiento igualmente ambicioso”.
"Actualmente, la naturaleza recibe un financiamiento insuficiente, con un déficit de alrededor de 700 mil millones de dólares estadounidenses al año. Los negociadores no pueden irse de Cali sin decidir de dónde provendrá parte de ese financiamiento, cuándo se entregará y qué grupos lo recibirán. El tiempo apremia”.
"Los gobiernos no pueden cerrar esta brecha de financiamiento por sí solos. También es necesario movilizar todo el capital privado que actualmente está paralizado por el riesgo y la incertidumbre. Es crucial que sigamos desarrollando nuevos modelos de negocio y un sistema financiero capaz de generar rendimientos saludables, mientras conservamos y restauramos los ecosistemas que sostienen la economía global".
“El tema más urgente para los gobiernos es la reforma de los subsidios. En todo el mundo, los contribuyentes financian, sin saberlo, la destrucción de la naturaleza, mientras los gobiernos destinan billones de dólares a empresas que degradan nuestros ecosistemas. Si los países no logran hacer avances significativos para movilizar nuevos recursos y reorientar todos los subsidios perjudiciales para el ambiente, la naturaleza estará en grave peligro”.
“Finalmente, debemos asegurarnos de que el capital llegue a los proyectos adecuados, en particular a aquellos que beneficien simultáneamente la biodiversidad, el clima y el bienestar humano. Es evidente que la inversión más impactante que podemos realizar es en el trabajo de las comunidades locales, los Pueblos Indígenas y los grupos afrodescendientes de América Latina, quienes han cuidado sus tierras y aguas ancestrales durante generaciones”.
“Las crisis interrelacionadas del cambio climático y la pérdida de biodiversidad están afectando cada vez más nuestras vidas, desde incendios forestales catastróficos en el Amazonas y problemas de suministro de agua en Bogotá, hasta inundaciones históricas en Carolina del Norte y Tailandia. Llegamos a Colombia, un líder ambiental global y un país donde Conservation International ha trabajado durante décadas, con el compromiso de ponernos manos a la obra”.
